the equation of a line in the form y = c, is the equation of a horizontal line parallel to the x-axis and passing through all points with y-coordinate c

Since this line is parallel to the x- axis it's slope is 0

line parallel passing through (4, 4 ) with y-coordinate 4, hence

equation of parallel line is y = 4
